Board Members

Megan E. Marchal, Pharm.D., R.Ph., of Dublin, Ohio, is the Board President for State Fiscal Year 2018. She is a professional pharmacist member of the board and was re-appointed by Governor John R. Kasich in 2017 for her second term ending on June 30, 2021. Ms. Marchal graduated from the University of Toledo in 2008, with a Doctor of Pharmacy. She currently serves as the Clinical and Educational Outreach Coordinator with The Ohio State University Wexner Medical Center Outpatient Pharmacy. Her professional association memberships include: Academy of Pharmacy of Central Ohio, American Society of Health-System Pharmacists, Ohio Pharmacists Association, American Pharmacists Association and National Association of Boards of Pharmacy. Ms. Marchal is a Past President of the Academy of Pharmacy of Central Ohio and was a District 9 Trustee for the Ohio Pharmacists Association.


Fred M. Weaver, B.S., R.Ph., of Elyria, Ohio, is the Board Vice President for State Fiscal Year 2018. He is a professional pharmacist member of the board and was re-appointed by Governor John R. Kasich in 2016, with his second term ending June 30, 2020. Mr. Weaver graduated from the University of Toledo in 1989 with a Bachelor of Science in Pharmacy. His professional practice of pharmacy includes a variety of practice settings including health system outpatient pharmacy, hospital pharmacy, mail order, and correctional institution. Mr. Weaver currently serves as a Pharmacy Manager for Giant Eagle where he has practiced for more than 14 years. He is a member of the following professional associations: Ohio Pharmacists Association, American Pharmacists Association, and the Northern Ohio Academy of Pharmacy.


Joshua M. Cox, Pharm.D, BCPS, R.Ph., of Beavercreek, Ohio, is a professional pharmacist member of the board and was re-appointed by Governor John R. Kasich in 2017 for his second term ending on June 30, 2021. He graduated from The Ohio State University with a Bachelor of Science in Pharmacy, and from the University of Florida with a Doctor of Pharmacy. Mr. Cox has over 15 years of professional experience as a clinical pharmacist, pharmacy manager and pain management consultant. He is currently the Director of Pharmacy Services at the Dayton Physicians Network in Kettering, Ohio.


Michael A. Moné, B.S., R.Ph., J.D., of Powell, Ohio, is a professional pharmacist member of the board and was re-appointed by Governor John R. Kasich in 2014, with his second term ending on June 30, 2018. He graduated from the University of Florida College of Pharmacy in 1981 with a B.S. in Pharmacy. Mr. Moné is also a graduate of the University of Florida College of Law. His professional practice of pharmacy includes 30 years in community pharmacy, 6 years in chain pharmacy and 4 years with the Veterans Health Administration. He is currently employed as the Assistant General Counsel for Regulatory Affairs at Cardinal Health. Mr. Moné is a member of the following professional associations: American Pharmacists Association, Ohio Pharmacists Association, National Association of Boards of Pharmacy and Florida Pharmacy Association. He is also the recipient of the following awards: American Pharmacists Association Fellow, Sidney Simkowitz Pharmacy Involvement Award and Linwood Tice Friend of APhA- ASP Award.


Richard J. Newlon of New Lexington, Ohio, is the public member of the board and was appointed by Governor John R. Kasich in 2017, with his first term expiring June 30, 2020. He is a retired small business owner having founded and operated Newlon Tire, Inc. for 38 years. He served on the board of directors of the Ohio Tire and Automotive Association for over 20 years. Mr. Newlon graduated from The Ohio State University with a degree in agricultural economics and received an associate’s degree from the Methodist Theological School of Ohio. A veteran of the United States Army, he maintains a commercial pilot’s license. Mr. Newlon has served his community in a variety of capacities, including current president of Bethel Community Center.


Curtis L. Passafume, Jr. MBA, R.Ph., of Hilliard, Ohio, is a professional pharmacist member of the board and was appointed by Governor John R. Kasich in 2015, with his first term ending on June 30, 2019. He currently serves as the System Vice President for Pharmacy Services for OhioHealth. Mr. Passafume’s professional association memberships include: American Society of Health-System Pharmacists, Ohio Society of Health-System Pharmacists, Central Ohio Society of Health-System Pharmacists, Ohio Pharmacists Association and the American College of Healthcare Executives. He is currently an adjunct faculty member at The Ohio State University’s College of Pharmacy and an instructor in the Health System Pharmacy Administration (HSPA) residency program as well as the Residency Program Director for the OhioHealth HSPA. He is a graduate of the Purdue University School of Pharmacy and obtained his MBA in Healthcare Management from Indiana Wesleyan University.


Jennifer M. Rudell, R.Ph., of Liberty Township, Ohio is a professional pharmacist member of the board and was appointed by Governor John R. Kasich in 2016 with her first term ending June 30, 2018. She graduated from the University of Cincinnati with a Bachelor of Science in Pharmacy. Her professional practice has been in community pharmacy with CVS/Health for over 23 years. She is currently a Pharmacy Supervisor for CVS/Health in the Dayton, Ohio market. Ms. Rudell is a member of the Ohio Pharmacists Association and the Butler County Pharmacists Association.


Shawn C. Wilt, R.Ph., of Toledo, Ohio, is a professional pharmacist member of the board and was appointed by Governor John R. Kasich in 2015, with his first term ending on June 30, 2019. He is a community pharmacist who currently serves as a Pharmacy Specialist for Meijer. At Meijer, Mr. Wilt trains pharmacists on the use of motivational interviewing and health screenings and is responsible for ensuring compliance with all federal and state laws, regulations and rules. Prior to joining Meijer, Mr. Wilt served as a Regional Vice President of Pharmacy at Rite-Aid. Mr. Wilt is a graduate of the University of Toledo College of Pharmacy and Pharmaceutical Sciences and is licensed to practice in both Ohio and Michigan. He is a member of the Ohio Pharmacists Association and the Indiana Pharmacists Alliance.


Kilee S. Yarosh, B.S., R.Ph., of Jefferson, Ohio, is a professional pharmacist member of the board and was re-appointed by Governor John R. Kasich in 2016, with her second term ending June 29, 2020. She graduated from Duquesne University in 1997 with a B.S. in Pharmacy and from Lake Erie College in 2014 with a Master of Business Administration. Ms. Yarosh has had 2 years of professional practice in retail pharmacy, 2 years in nuclear pharmacy and over 11 years in hospital pharmacy. She currently serves as the Director of Pharmacy at Trumbull Memorial Hospital in Warren, Ohio. Her professional association memberships include: the Ohio Pharmacists Association, Ohio Society of Health-System Pharmacists and American Society of Health-System Pharmacists.
